PROGRAM EVALUATIONQRS has evaluated Title VII of the Public Health Service Act, related to the provision of primary care to underserved populations. The program provides funds to medical schools and medical residency programs to promote the selection of primary care specialties by physicians and to encourage physicians to choose practice locations that serve targeted populations. Each active physician was tracked from medical school through up to six residency training programs to their current practice location. Title VII-exposed physicians were compared to physicians not exposed to the program to determine the extent to which Title VII exposure impacted decisions related to practice specialty and location choice.
